Due to federal budget cuts, effective JUNE 1, 2013, ETV awards will be decreased.
Full time students will be eligible for $2000 per semester and part time students will be eligible for $1000 per semester.


Education and Training Voucher: Fact Sheet

Funds are available for eligible youth that are pursing post-secondary education or training opportunities.

What do I get?
Up to $5,000 per fiscal year! This can cover the following school-related expenses:
  • Tuition and fees and room and board
  • Books, supplies, transportation (not to exceed $2,500), and miscellaneous personal expenses, including purchase of a personal computer (not to exceed $1,500)
  • Student loans
  • Dependent care expenses
 
Who is eligible?
You are, if you meet the following requirements:
  • On or after your 14th birthday you were:
    • in foster care because of abuse/neglect, or
    • a juvenile justice youth who was placed in a DHS supervised foster care placement, or
    • an undocumented refugee minor supervised by DHS.
  • IF adopted, were adopted from foster care on or after your 16th birthday
  • AND have a high school diploma or GED.
  • AND attend at least half-time at an accredited school that:
    1. Awards a Bachelor's degree or not less than a 2-year program that provides credit toward a degree, or
    2. Provides not less than 1-year of training toward gainful employment, or
    3. Is a vocational program that provides training for gainful employment and has been in existence for at least two years.
  • Youth must receive their first ETV prior to their 21st birthday.
  • Youth who meet the above criteria can receive ETV once each fiscal year until their 23rd birthday, provided you receive at least a 2.0 GPA and do not have more than one incomplete or withdrawal per semester.
How do I apply?
  • Get the application from your caseworker
  • Complete the student application and ETV application forms
  • Compile all required documentation
  • Return completed application and documentation to your caseworker
  • After receiving your application paperwork, you will be contacted by an ETV Caseworker to have an interview scheduled. This may be face-to-face or via telephone. An application will NOT be awarded until this interview has been completed.

More Facts
  • Applications will be processed as soon as all of your application materials have been turned in and processed.
  • You must apply your funds toward any fees due to your school.
  • This opportunity is available once each fiscal year. The fiscal year starts on October 1 and ends on September 30 each year. If you received these funds last year, your next application can be processed beginning on October 1.
  • Once awarded, you will be required to send in grades after EACH semester. You must be maintaining a 2.0 cumulative Grade Point Average in order to be awarded again. Not sending in your grades on a regular basis can affect whether you will be awarded in the future.
  • In addition to the requirement of having a 2.0 GPA, you are required to complete classes that you are registered for. If you drop more than ONE class in a semester, you will not be eligible to be awarded again until you complete a full semester.
  • Once being awarded, you will be contacted on a regular basis by an ETV Caseworker. You must keep the ETV office up-to-date on your current telephone number and address. This is especially important because we also send occasional mailings that may include information on additional resources and funding.
  • Any money owed to the school for tuition or other costs will be sent directly to the school. Other checks will be written out to vendors, such as a landlord, car insurance company, or a store. These checks will be mailed to you and you will be responsible for paying the appropriate people and companies. You are also responsible for obtaining receipts for all ETV money spent and sending copies of them to the ETV office. Your eligible funding is only available during the term you submitted an application for.
  • Lutheran Social Services of Michigan reserves the right to contact the student’s school to verify the youth’s enrollment.
